I’ve had similar issue, but none of the recipes found in the internet helped. Using Windows 7 x64 system.
As it comes to me – when installing video and sound card drivers (both) it went this “stuck” when rebooting or shutting down. And it turns out that the root of problem was in slightly old drivers for the sound board (Envy24) conflicting with videocard by IRQ.
All Programms / Accessories / System Tools / System Information -> Hardware resources -> Conflicts/Sharing. There was Nvidia and Envy both on IRQ16. I’ve changed PCI slot used by Envy, and the problem got away instantly.
